Add special effects for water on an electrical fire

To emphasize that a water fire extinguisher is a poor choice for an electrical fire, you can add an animated effect.

• Add a Lightning Bolt 2 IFX as a triggered effect for the Water 3D button. The instructions are the same as described in Add a special effect for the CO2 option.
